Because we only use parcel data a state government publishes for free, and only after checking its terms allow a public map like this one. Many states leave parcel records to each county, with no single statewide layer. Covering every county is what paid apps like LandGlide and Regrid charge for; staying with free state data is what keeps this map free.

No. Parcel maps are drawn for tax assessment and can be off by several feet or more. They are good for finding a property and seeing its rough shape and size. For a fence, a setback, or a dispute, a licensed land surveyor’s survey is the legal record.
